Partnership brings Tech Diplomacy Academy Courses to USTTI’s Global Network of Like-Minded Partners to Advance Secure, Resilient, and Trusted Communications Ecosystems Grounded in Open-Market Principles
Washington, DC — The Krach Institute for Tech Diplomacy at Purdue and the United States Telecommunications Training Institute (USTTI) announced today a strategic partnership to embed Tech Diplomacy directly into the training of telecommunications regulators and policymakers from the U.S. and allied nations — strengthening their ability to lead on spectrum, standards, and secure network deployment in ways that protect freedom and advance the use of trusted technology. Through this partnership, USTTI training participants and its global alumni network of likeminded partners will receive access to the Krach Institute’s Tech Diplomacy Academy (TDA), the world’s first online education platform dedicated to preparing leaders across government, industry, and civil society to understand how critical and emerging technologies shape national power, economic competitiveness, and freedom.
For more than four decades, USTTI has delivered tuition-free, intensive training to more than 10,000 telecommunications regulators and policymakers from 177+ countries. This partnership adds an online training tech diplomacy layer to that model, allowing participants from the U.S. and likeminded countries to strengthen their understanding of how critical technologies, such as 6G, artificial intelligence, semiconductors, quantum computing, cyber systems, and space technologies, affect national security, economic competitiveness, and global standards.
This collaboration arrives amid heightened U.S. government focus on next-generation information and communications technologies (ICT) as critical to national security and economic competitiveness. In late 2025, the White House issued a Presidential Memorandum titled “Winning the 6G Race,” establishing a policy to ensure U.S. leadership in 6G development – recognizing 6G’s foundational role for advanced technologies and secure communications networks, and directing federal action to free spectrum and lead diplomatic engagement on standards globally to ensure ecosystems remain free from adversarial control.
“6G will shape the next era of economic and security competition. The real question isn’t just speed. It’s who writes the rules and who controls the ecosystem,” said Michelle Giuda, CEO of Krach Institute for Tech Diplomacy at Purdue. “The decisions policymakers make today about vendors, spectrum, and standards will define technological leadership for decades. By embedding Tech Diplomacy into regulator training, we are strengthening the capacity of trusted partners to lead in building secure networks grounded in transparency, resilience, and long-term strategic trust.”
The collaboration also opens the door to future joint efforts, including co-hosted workshops, thematic training modules, and participation in convenings and policy dialogues focused on digital policy, trusted connectivity, AI, and spectrum management among nations committed to ensuring that technology advances freedom.
