Radiofrequency (RF) energy is widely used for communications, although that is not the only way in which it is used. In addition to RF that occurs naturally, such as from the Sun or from humans in the form of black body radiation, man-made RF is used to perform work, such as through the use of industrial, scientific, and medical (ISM) equipment. The FCC has established limits on human exposure to RF energy to ensure that its use remains safe based on scientific research. These limits, defined in party by NCRP Report No. 86 and in part by ANSI/IEEE C95.1-1991, were adopted by the FCC based on recommendations from U.S. health agencies (FDA, EPA, OSHA). The presentation will introduce common terminology for describing RF fields in the context of how they interact with humans and are measured to ensure compliance with the FCC’s limits. Further, the presentation will summarize various mechanisms of interaction of RF fields with the human body and survey potential adverse effects that could occur in humans if exposed at levels above the limits. There will be a philosophical discussion describing the scientific consensus process and what constitutes an adverse health effect, noting some of the differences of opinion among expert interdisciplinary scientists resulting in different limits applicable internationally. Also presented will be a summary of the various activities and initiatives being undertaken by the FCC to facilitate rapid technological advancement while ensuring the health and safety of workers, consumers, and the public.
