FEBRUARY 23-27, 2026
The U.S. Federal Communications Commission (FCC) is pleased to offer its first course to the United States Telecommunications Training Institute 2026 Training Year program. This five-part webinar series, Special Topics in Spectrum Monitoring and Radio Frequency Interference Resolution, will be offered from, Monday, February 23 through February 27, 2026, from 10:00 AM EST until 12:00 PM EST.
Each course will be taught by senior FCC engineers from the FCC Laboratory in Columbia, Maryland, and the FCC Enforcement Bureau’s Region One Director. Sessions will center on specific topics selected and presented by experts with direct, hands‑on experience managing and regulating the U.S. spectrum. These topics were selected in response to the interest and feedback from previous webinars, and the course content has been updated to incorporate questions and discussions raised during past FCC/USTTI trainings.

Monday, February 23, 2026: Effects of Quality of Service to Cellular Network Due to Interference
This webinar will introduce various Quality of Service (QoS) measurements for Cellular Communications Systems and provide examples of identified signal sources that adversely impacted the QoS of these systems. The course will also discuss some of the techniques used in locating these interfering signal sources. You can register for this webinar here.
Tuesday, February 24, 2026: Radio Frequency Interference Resolution Basics
This course will provide basic techniques of spectrum monitoring. Discussion will include the purpose and capabilities of different types of spectrum monitoring equipment used by FCC field agents, different types of RF interference, and key information needed from interference complaints. After gaining a better understanding of the interference issues, practical techniques for analysis and resolution will be shared. You can register for this webinar here.
Wednesday, February 25, 2026: RF Spectrum Monitoring & Direction Finding: The Right Tools for the Right Problem
This course will provide an introduction to the various testing tools used for spectrum monitoring and direction finding. Specifics of common testing methods for each application will be shared as well as practical application and trends these techniques utilize. Examples will be analyzed from past interference investigations conducted by FCC field agents. You can register for this webinar here.
Thursday, February 26, 2026: Spectrum Analyzer Basics Webinar
This course is intended to be an introduction to spectrum analyzers. An overview of spectrum analysis and the measurements that spectrum analyzers can perform including bandwidth, emission mask, and field strength measurements will be discussed. Topics include how a spectrum analyzer can measure Resolution Bandwidth, Sweep Rate, Video Bandwidth, Reference Level, and Attenuation demonstrating how changes to these settings impact your measurements. The presenter will introduce the various spectral traces demonstrating how the spectrum analyzer can be used to detect low level signals and methods to determine the source of that signal. Friday, February 27, 2026: Overview of Radio Frequency Assessments and On Site Measurements
This webinar will introduce and explore Radio Frequency Radiation (RFR). This training will begin with the RFR basics such as what is exposure, the effects of exposure for 7 GHz and below and for mmWave base stations operating in the 24 to 53 GHz bands. The course will describe how to quantify exposure and explain why certain frequency bands have more concerns for exposure. The presenter will also address the concerns with 5G base stations utilizing MIMO (Multiple Input and Multiple Output) with beam steering. You can register for this webinar here.
